Audits every audience list for the silent breakers: lists under the 1,000-member Search minimum, (near) empty lists from dead tags or broken imports, and closed customer match lists.
Compares every audience segment against its campaign's average CPA and splits them into underperformers (bid down or exclude) and outperformers (bid up) — turning Observation-mode audiences into decisions.
Aggregates performance by age range and gender across the account, compares each segment to the account average, and flags exclusion candidates and strong segments.
Observation-mode audiences cost nothing and restrict nothing — they simply record how each segment (remarketing lists, customer match, in-market) performs inside the campaign, building the evidence every later bidding and creative decision relies on. Audience Coverage Audit lists the enabled Search and Display campaigns with no audience attached at campaign or ad group level: the campaigns collecting no audience intelligence at all.

PMax campaigns are excluded — their audience signals are a different mechanism. The recommended baseline for every Search campaign: all remarketing lists, customer match, and the 2-3 most relevant in-market segments, all in Observation mode. Pair with an audience performance report once data accumulates.
